Voter turnout in midterm, off-year elections tends to be lower to start. Now, you're telling folks who normally vote by mail that they'll have to haul their cookies to a polling place. Right off the bat, that's going to suppress some votes. Add in the the people this truly disenfranchises, like the disabled and the elderly, and you are looking at a potential for much lower turnout.

On the other hand, many voters will see this for what it is, an attempt to suppress the vote, and decide to make sure their voices are heard. And that's not good for the Trump administration, because those motivated voters are more likely to be Democrats and like-minded independents.
